Further Education Colleges offer a secure, friendly and encouraging learning environment where young people of all abilities and backgrounds can reach their full potential.
They give school leavers the chance to learn independently but in a structured, supportive and inclusive way so students are well prepared for higher education, employment or an apprenticeship. And, as deliverers of apprenticeship programmes, FE colleges assist learners in the workplace and classroom to make the most of their work-based training.
This support benefits all learners but is invaluable to those with learning difficulties or disabilities or those who come from disadvantaged backgrounds. Their needs will differ quite distinctly from those of their fellow students or apprentices.
Nurturing FE college students and apprentices with additional needs
FE colleges work hard to fulfil the needs of young people who require extra help. Many offer specialist pathways which provide further support through a personalised programme, nurturing learners so they develop skills and grow in confidence.
And this commitment to these learners is becoming even more important, given the increase in learning difficulty/disability (LLDD) learner numbers.
Of the 573,330 adult learners participating in Education and Training in the first quarter of the 2025/2026 academic year, 24.9% were recorded as having an LLDD against 23.7% in the corresponding period of 2024/25.
As you’ll be aware, wider reform of Ofsted’s Inspection Framework, means that inclusion is now a separate category in Ofsted reporting, rather than one of several areas covered by personal development and wellbeing.
Following this change, FE colleges as well as other training providers, must evidence the extra support they give to students so Ofsted can fully evaluate it.

Recording Ethnicity, Sex and LLDD / Health Information
Onefile’s Eportfolio also lets colleges record key demographic and support related information for each learner, including ethnicity, sex and LLDD and health condition.

Because Eportfolio tracks progress and submission activity, teaching and support staff can identify early warning signs that a learner might be struggling, such as low engagement, late coursework submission, missed deadlines, or falling behind in class. Such signs often act as an early trigger for intervention.
Employer Input
For apprentices or students doing qualifications such as T levels or the new V levels which include an industry placement, employers can comment on reviews, upload evidence, and confirm adjustments being used in the workplace.
