The Growth & Skills Levy has raised the stakes

From April 2026, Levy funds expire in 12 months – not 24. Co-investment beyond the Levy rises to 25%. The top-up is gone.

Ofsted's new framework changes everything

Single-word grades are gone. All inspections are now full and graded across six areas – including Inclusion as a standalone area for the first time. 
Employer involvement is a requirement.

Apprenticeship ‘starts’ are up 11.9% in 2025/26. But 38% of apprentices still drop out before completing. The sector isn’t waiting for employers to catch up.
